How the hunt works
Save just before the gift dialogue, accept, then check the Pokémon in your party. If it isn't shiny, reset and repeat. Some gifts are shiny locked and can never be shiny.
The base rate in Pokémon Sapphire is 1 in 8,192. There is no Shiny Charm in this game, so the base rate is the best you can get.
